SD 413, 414/81-08 Report Date June 5, 1981 Facility:
Catawba Nuclear Station I & 2 Identification of Deficiency Due to lack of proper understanding or training, certain Nonconforming item Reports appear to have been resolved without adequate consideration of reportability under Part 21 or 50.55e.
Initial Report On May 8, 1981, Mr. J. Bryant of NRC Region 11, Atlanta, Ga. was notified of this deficiency by Messers W. O. Henry, D. M. Collings and R. L. Williams of Duke Power Co., Charlotte, NC 28242.
This notification was as a result of Potentially Reportable item CA-81-08.
Supplier and/or Component This report covers various piping materials from many.different suppliers and manufacturers.
Description of Deficiency The material's in question were nonconformed at various points in time such j
as receipt inspection, during installation and after installation. The Nonconforming item Reports were resolved by Design Engineering and the resolutions were to scrap, repair or return the material to the supplier, I
it is not apparent from the resolutions that adequate consideration was given to the reportability of these items.
Analysis of Safety implications if the deficiency were not corrected, Reportable items might have gone l
undetected.
The resolutions as originally made were conservative to the l
extent that the questionable materials did not go undetected and that they l
were repaired if used in Safety Related Systems.
These materials are no longer available for further evaluation. We have reviewed the Nonconforming item Reports in question.
Our review of these did not disclose any trend to indicate a problem generic to any manufacturer or material wi th one exception.
I This exception relates to the problem of centerline lack of fusion on SA-312 l
double welded pipe. We have previously addressed this problem and are within the guidelines established by NRC IE Bulletin 79-03A.

l Page 2 Corrective Action As a result of this finding, our Design Engineering QA Procedures on the handling of NCis and Reportability have been revised. The people responsible for handling Honconforming item Reports in Design Engineering have received training on the revised procedures. All Nonconforming item Reports pertaining to material problems are now being sent to Design Engineering for evaluation, resolution and thcrough screening for reportability.
