'Ihis letter forwards three copies of two Licensee Event Reports (Reportable Occurence No. 50-219/81-29/3L and 50-219/81-31/3L).
Although paragraph 6.9.2.b states that these reports are to be subnitted within 30 days of the occurrence of the event, it was not possible to meet this criteria since, at the time of the event, personnel failed to recognize the reportability of the events detailed in the enclosure. 'Ihis failure was 6,tected during a managenent review of routine plant reports; therefore, the attached l
reports are beirg subnitted in order to meet the intent of the Technical Specifications while ;ecognizing the failure to meet the requiranents of section 6.9.2.b.

In view of the enclosed reports and previous discussions with the Oyster Creek Resident Inspector, it has been recognized that increased attention on the part of supervisory personnel, is ne ssary to assure that Technical Specification reporting requirements are recognized and adhered to.
To this end, we are revising procedure No.104, which pertains to the identification and control of deviations fran norml operation, to require that the Group Shif t Supervisor be i
l notified, on an expedited basis, of any deviations that occur. 'Ihis l
assures that the Group Shift Supervisor is informed of any conditions that may require actions pursuant to the Oyster Creek Technical Specifications. Furthernere, this procedure will be revised to l
specifically identify those personnel responsible for initiatire TO7 l
reporting actions as soecified in the Technical Specifications.

A contributing factor in the failure to recognize the reportability of the event concerning the Electro-magnetic Relief Valve, was the initiation of a job order by the Maintenance department without obtaining an Opera dons department review. In the future, an Operations department review of all job orders involving safety related equi;xnent will be required in order to identify any possible reportable events.
In addition to those actions taken above, the Oyster Creek Safety Review Manager will stress to all supervisory personnel the importance of a thorough review of all deviation reports to assure that reportable events are de* W in a timely manner.
