Dear Mr. Parris:
In your letter of June 30, 1981 you disagreed with the NRC stM f that two were not consistent with the provisions of 10 CFR 50.54(p)y Nuclear Plant changes in your physical security plan for the Browns Ferr It must be pointed out that removing commitments from the approved security plan without providing measures equivalent to those commitments is inconsistent with the provisions of 10 CFR 50.54(p).
If such changes are necessary you are invited to resubmit them for review under 10 CFR 50.90.
