l Enclosed is the Emergency Preparedness Development Branch input for the Shoreham Safety Evaluation Re,nort with regard to their interim emergency response facilities.
Based on our review, we have concluded that the proposed interim emergency response facilities are acceptable to meet interim criteria which are acceptable until October 1, 1982.

for the duration of the accident. Provide direct display of plant safety i
system parameters and call up display of radiological parameters.
For the near-site emergency operations facility, provide shielding against direct radiation, ventilation isolation capability, dedicated communications with the onsite technical support center and direct display of radiological and meteorological parameters.
l This requirement shall be met by January 1, 1981, although the safety parameter information requirements will be staged over a longer period of time.
(See NUREG-0578, Section 2.2.2b and 2.2.2c and letters of September 27 and November 9, 1979 and April 25,1980.)

Discussion and Conclusions The above criteria have been revised by the Commission approval of NUREG-0696,
" Functional Criteria for Emergency Response Facilities".
These criteria are scheduled to be met by Generic Letter 81-10, dated February 18, 1981, on i
October 1, 1982. The applicant's submittal dated May 11, 1981, is adequate to meet the criteria for these interim facilities pursuant to NUREG-0578 but have not been evaluated to meet the criteria of NUREG-06'.d.
The applicant requested approval of a two phased approach to meeting the criteria of NUREG-0696.
The first phase would provide for continued use of l
the interim TSC and a data aquisition system which would not comply with the NUREG-0696 criteria. The second phase will be in full compliance with the criteria of NUREG-0696 and would be completed at some unspecified date.
This. submittal is still under review and will be resolved separately at a l
future time.
