SUPPORTING STATEMENT t
1.
JUSTIFICATION Following the accident at Three Mile Island Unit 2 (TMI-2) on March 28, 1979,
-The Nuclear Regulatory Commission (NRC) staff developed a number of require-ments that must be implemented on operating reactors and on plants under construction. These requirements included changes in the scope of operator and senior operator examinations. The staff's proposed require-ment and schedule for implementation are set forth in NUREG-0737, "Clarifi-cation of TMI Action Plan Requirements".
NUREG-0737 was transmitted to each licensee and applicant by NRC letter from Darrell G. Eisenhut, Cirector, Division of Licensing, Office of Nucleai Reactor Regulation, dated October 31, 1980.
The information which is re'uired to be submitted by NUREG-0737 and this Request for Information will Se reviewed by the NRC staff to ensure that the TMI Action Plan Requirements are properly implemented. The information requested is available only frra the individual licensees.
In those cases where parts of the information has been submitted to the NRC previously, those parts may be referenced and re-submittal is not required.

DESCRIPTION OF SURVEY PLAN (1) This Request for Information will be addressed to 48 stations with operating nuclear power plants, and 17 stations scheduled to receive operating licenses in the near future (mailing list maintained by NRC). The information requested will be reviewed to detennine compliance with NRC requirements.

This is not a survey; therefore, there is no survey design.

Exter.sive investigations and reviews following the accident at Three Mile Island indicated the necessity for additional requirements for determining the quali fication of licensed operators and senior operators of nuclear power plants.
One requirement invaives the administration of part of the examination at a nuclear power plant simulator. The purpose of this request is to establish a schedule for the administration of this portion of the examinations.

Simulator Examinations Item I.A.3.1 of NUREG-0737, Clarification of TMI Action Plan Requirements stated that simulator examinations will be included as part of the licensing examinations.
The clarification involved a deferral of simulator examina-tion requirements until after October 1,1981 (or ' prior to fuel load for operating license applicants).
Further, it was indicated that simulator exanindions should be scheduled consecutively with the balance of the examin'. tion but that an allowance of up to two weeks is acceptable for any s heduling differences.
The staff requests that you furnish, within tty (EP days of this letter, your schedule of exams for the ramainder of calendar year 1981 and all of 1982.
Please include the r.aber of candidates, their type (Operator or Senior Operator), the date of the simulator exam, the simulator which will be utilized, and the 6ates of the balance of the examinations.. The schedule should be forwarded to P. F. Collins, Chief, Operator Licensing Branch, Division of Human Factors Safety.
The staff also wishes to provide the following additional clarification l
and guidelines for the conduct of simulator exams:
1.
Simulator exams will generally consist of two applicants and two examiners.
One applicant will assume a supervisory role. The exan will last 2-3 hours and involve at-power manipulations with concurrent malfunctions.
2.
Plants without simulators may be granted waivers of the.two week allowance in scheduling sihiulator and plant examinations on a case-by-case basis providing sufficient justification exists.
3.
Applicants for a senior license, who hold a valid operator's license will be required to take 3 simulator exam.
5.
Simulators used for an examination must be NSSS specific.
