We have received your report of the inspection conducted May 4 - 31, 1981, which was attached to your letter dated June 29, 1981 and which identified no items of noncompliance.

Although this letter states that no reply is required, we are of the opinion, that for the record, the portion of the F>
report concerning the Supplier Quality Program (Section 8, l
pages 14 and 15) includes certain " determinations" which are based on convoluted reasoning and not consistent with the facts.
i Specifically, we direct your attention to page 15 where it states, " Licensee requirement to, in most cases, award' con--
1 tracts to suppliers based on'the low bid system.
This results in suppliers awarded the contracts having to operate flawlessly to produce the product in order to make money.
I If problems arise, money may become a concern and corners could be cut, thus increasing the potential for problems."

Kelmig 7/16/81 Without going into the details of our procurement procedures, suffice it to say that bid proposals are solicited from pre-qualified suppliers, and awards are made on an evaluated basis.
The pre-qualification process takes into consideration a sup-plier's experience and background, technical competence, qualified personnel, plant and manufacturing facilities along with quality control and financial stability.
Determination of the award is on an evaluated basis which takes into con-sideration base bid, quality of product, past performance, reliability of service, installation cost, losses, efficiency, and operational requirements.
We would appreciate if you would amend this statement in the public record since the implication could be injurious to Public Service Electric and Gas Company.
