Dear Mr. Tedesco:
The purpose of this letter is to document our respense to the concern raised in Reference (a) relative to the schedule for implementation of the LaSalle County Unit 1 security system.
Specifically, the schedule for the fuel loading of LaSalle County Unit I has been revised to December 1, 1981 as discussed in Reference (b).
This revision, it is judged, resolves the question of whether our security system implementation schedule, discussed in Reference (c) as having a November 1, 1981 completion date, is consistent with the Unit 1 fuel loading schedule.
Recent discussions between Commonwealth Edison and members of the NRC Staff, both in the Division of Safeguards (NMSS) and Inspection and Enforcement - Region III, have resulted in an implementation program which, it is my understanding, satisfier all of the parties.
This program involves a staged implementation over a 90 day period with full implementation expected approximately 30 days prior to fuel loading on Unit 1.

This schedule has been postulatEdoon the assumption that full implementation need not be demonstrated until fuel loading.
For this reason, you are requested to ver1fy that the LaSalle County l
Unit 1-operating license, if-issued prior to December 1, 1981 can be j
conditioned in a way that would allow deferral of full security plan i
implementation (as has been reviewed with the NRC Staff) until Unit I fuel' loading.
In this regard, Commonwealth Edison is currently operating 1
LaSalle County Station under an approved " Security Plan for Special Nuclear' Materials Security" as submitted in Reference (d) and opproved in Reference (e).
This plan implements ~the requirements of i
10 CFR 73.67.
In as much as no physical change to the condition of the plant affecting radiological sabotage as discussed in 10 CFR 73.55 will occur un il fuel loading on Unit 1, and in as much as the i
l 11censee has and will until fuel loading continue to operate within the constraints of its approved program for physical protection of special nuclear material under 10 CFR 73.67, it is judged that this request fer ar. operating license conditioned on demonstration of conformance to 10 CFR 73.55 prior to fuel loading is justifiable.
This matter is of special concern because of our present understanding that it is the intention of the NRC Staff to. recommend i
the issuance of the LaSalle County Unit 1 operating license in September, 1981 conditioning fuel loading on demonstrationLof completion of all required construction activities.
It is judged, i
as nas been discussed in the precedfng paragraphs,.that a similar I
condition relative to the security plan implementation should be applied..
We would appreciate your opinion on this proposal by August i
18, 1981 so that we can communicate it to the *egional office of Inspection and Enforcement on August 19, 1981 at the next LaSalle County Unit 1 Status meeting.
