50-328 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requeeted amendment to licenses DPR-77 and DPR-79 to change the technical specifications of Sequoyah Nuclear Plant units 1 and 2.

The enclosed change revises the schedule for installation of flow rate monitors identified in Technical Specification Table 3 3-13, Radiological Gaseous Effluent Monitoring Instrumentation.

Because of procurement contractual problems, TVA has been unable to replace the flow rate monitors on the shield building, auxiliary building, and the service building exhaust. To date, plant procedures have been utilized to estimate the exhaust flow in place of these flow rate monitors. To prevent forced shutdown of both units for installation of these monitors, we propose that installation be required before startup following the first refueling outage of each unit. It is TVA's position that continued use of the plant procedures to estimate flow rates for this extended period would pose no additional threat to the health and safety of the public.

In accordance with the requirements of 10 CFR Part 170.22, we have determined the proposed amendment to be Class II for the first unit and Class I for the second unit. These classifications are based on the facts that the amendment is administrative in nature and that the same change applies to two identical units on the same site. The remittance of $1,600 is being wired to the Nuclear Regulatory Commission, Attention: Licensing Fee Management Branch.
