Dear Mr. Eisenhut:
This is in response to your letter of July 7,1981 regarding the SEP redirection.
In your letter, you refer to commitments made by the SEP Owners early this year to assume more responsibility for review and preparation of SEP topic assessments. Specifically, the Owners agreed to complete sufficient topic assessments to attain a 60% topic completion level by June,1981.
For Oyster Creek, this objective required the completion of about 20 topics, and a formal commitment to undertake the preparation and submittal of approximately 20 topic assessments by June, 1981 was transmitted by our letter (I. R. Finfrock, Jr. to D. G.
Eisenhut) dated February 4, 1981.
Your July 7, 1981 letter expressed the general concern that the SEP Owners' commitments were not being met in that only 50 topic assessments (of a total of 134 committed) were received from all SEP licensees.
It also indicated that less than half of them were useful because of their poor quality.
In response to your July 7th letter, we must point out that JCPSL transmitted 26 topic assessments by letter dated May 7, 1981, thereby exceeding our February 4,1981 commitment. According to our records, these topics assessments, when added to those completed by the Staff or otherwise deleted from the program, brings the level of completion of topic assessments to over 70% for Oyster Creek.
Further, as we discussed in a meeting with your staff on July 15, 1981, we have had no feedback from the NRC's senior staff or reviewers in the past two months that any of these topic assessments were of poor quality. Without a listing of 8108180268 810813 PDR ADOCK 05000219 P

s' f specific topic assessments or areas considered deficient by the Staff, we are not in a position to evaluate your comment that less than half of the topic ~ assessments submitted were useful.
During the July 15, 1981 meeting with your Staff, we were requested to provide a schedule for completion of the remaining Oyster Creek topics assigned to GPUN. Our estimated completion dates for these topic asses-sments is attached in Enclosure 1.
As we discussed during our July 15, 1981 meeting, these dates are based on our current understanding of the amount of effort required for a typical SEP topic assessment and the assumption that our available resources will not be diverted by the NRC to other higher priority tasks. The projected completion dates are also contingent upon the NRC's providing lead plant topic assessments for those topics on which NRC has not yet issued any evaluation rep' ort on',a schqpule which does not impact our preparation of Oyster Creek topic assessments.
Topics for which no lead plant evaluations have been completed by the Staff include:
