Diablo Canyon Nuclear Power Plant The Mokelumne River Association is made up of rep-resentatives from public agencies, local government, and private State and Federal agencies,) private business, citizens (see attached list.

It is concerned with the proper use and development of the resources and land along the Mokelumne River, including generation of hydro-electric power.

At its regular meeting held July 10, 1981, the Asso-ciation, among other things, discussed Pacific Gas and.

Electric Company's electric system capacity as compared to the load on its system.

The result is a spinning reserve lower than prudent practice dictates during periods of peak demand.

The Mokelumne River Association hereby urges your Com-mission to issun the license enabling PGandE Company to operate its Diablo Canyon Nuclear Power Plant.

The motion authorizing this position carried with 11 ayes, 0 noes, 4 absent, and PGandE abstaining.
