Dear Mr. Helfrich:
Enclosed please find an application from Transnuclear, Inc. for a license to export special nuclear material to Indonesia to be used as the initial core in the Janus 3-type research reactor.
The UF6 material will be converted and fabricated in West Germany.
A letter from the Indonesian Atomic Energy Agency indicates this re-search reactor is under construction. We have requested'Transnuclear to-provide further details regarding the power level and scheduled completion date of the reactor, date when proposed export is-required, and the reactor supplier.
This information will be transmitted to you as soon as we receive it.
Before taking action on this license application, we would appreciate-your views, in accordance with established procedures and from the over-all perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 4
as amended by the Nuclear Nonproliferation Act of 1978.-
