RE:
IMPLEMENTATION OF UNRESOLVED SAFETY ISSUE A-10, BWR N0ZZLE CRACKING By letter dated January 23, 1981, you provided information regarding implementation of guidance from NUREG-0619 at Browns Ferry Nuclear Plant Units 1, 2 and 3.
NUREG-0619, issued by letter dated November 13, 1980, contained the NRC staff's resolution of Unresolved Safety Issue A-10.
i We have reviewed your commitments included in the January 23. 1981 letter and l
have determined that your basic approach is satisfactory with respect to both the feedwater nozzle modifications and the control red drive (CRD) hydraulic system modifications. However, we must clarify one item and request the i
submittal of additional infomation on two others.
First, you com1 God to the installatioa of low-flow feedwater ulves to satisfy the NUREG-0619 guidance. Althou1h your coment did not address the adequacy of existing control valves (if any), you should be aware of the i
additional guidance sent to you in NRC Ge1eric Letter 81-11 dated February 20, 1981.
With regard to the CRD hydraulic systen modifications, we will require additional infomation.
First, we request a piping diagram showing what the system configuration will be once the proposed modifications are complete. This 4
diagram should specifically show the flow stabilizer loop post-modifict"on

configuration. Also, you did not specifically address your commitment to Paragraph 8.l(4)(b') regarding flush ports at high and low points of the exhaust water header piping run, and we request that you do so.
With respect to your need for extension of the completion date for CRD hydraulic system modifications at Units 1 and 3, we have detemined that such an extension is satisfactory. However, you should be aware of the changes in system operation that could ensue because of continued operation with the return line valved out and without completion of the concomitant system changes.
We request that you submit infomation detailing your proposed methods of operation to avoid potential problems during the interim period before modifications are completed.

You should submit the information requested above within 45 days of receipt of this letter.
In the event that this infermation cannot be provided within the time specified, please provide an alternative date and justification for the delay. Although similar requests for information have been, and will be, sent to other licensees regarding their implementation of NUREG-0619 guidance, each request is plant-specific and the effort required in response varies with the number of deviations from the NRC's guidance.
Therefore, the reporting requirements contained in this letter are considered to affect fewer than 10 persons and are required to obtain a benefit.
Accordingly, the requirements are not subject to Office of Management and Budget clearance as required by P.L.96-511.
