Dear Mr. Denton:

The Coastal Municipal Water District is a member agency of the Metropolitan Water District of Southern California and, as such, is an important district in the delivery of water to the public of coastal Orange County.

We recognize that the future of reasonably priced water is.

in part, based upon the cost of pumping water using electrical energy as the power source.

We feel that nuclear generation of electrical energy is the least cocely long-range method.

We are pleased to present to the U.

S. Nuclear Regulatory Commission the enclosed resolution in support of San Onofre Nuclear Generation.

A RESOLUTION OF COASTAL MUNICIPAL WATER DISTRICT OF ORANGE COUNTY, CALIFORNIA, SUPPORTING LICENSING 3

SAN ONOFRE UNITS II AND III NUCLEAR POWER PLANTS AND DEVELOPING ADDITIONAL FORMS OF ENERGY 4

5 The Foard of Directors of COASTAL MUNICIPAL WATER DISTRICT 6

of Orange County, California, does hereby RESOLVE and ORDER as 7

follows:

WHEREAS, The COASTAL MUNICIPAL WATER DISTRICT is vitally concerned 9

that the economic, environmental and social well-being 10 of the State of California be maintained; and 11 WHE REAS,

an adequate supply of energy is critical to meeting 12 California's economic and social needs while preserving 13 the environmental gains of the past decade; and 14

WHEREAS, this nation's continued overdependence on foreign oil 15 has caused major adverse economic impacts; and 16 U!!EREAS,

there is a probability that instcaility in the Middle 17 East will, at some near future time, result in reduced 18 supplies of oil, thereby causing further social and 19 economic chaos here at home; and 20 ! WHEREAS, there must be a strong commitment to conservation of i

21 the nation's limited resources and development of 22 efficient and secure new sources of energy here at home; 23 l and 24 WHE RE AS,

regulatory delays in the planning and licensing of 25 needed energy facilities are costly to the consumer, 26 l

damaging to the environment, and result in greater 27 importation of foreign oil; 28 NOW, THE REFORE, BE IT RESOLVED, that the Coastal Municipal Water J
