I have received a copy of a let.ter from you to Consumers Power Company, Attention:
Ralph B. Sewell, dated January 24, 1975, relating to Docket No. 50-155, Consumers' Big Rock Point Nuclear Power Plant near Charlevoix, Michigan.
This letter relates to the Commission's continuing efforts to simplify the licensing process and in particular to license changes relating to special nuclear, by-product and source materials.
The purpose of this letter is to ask you to explain some aspects of the letter and of the actions which it contemplates.
In order to state the question properly, let me first describe my understanding of the actions contemplated by the letter:
The Commission seems to be moving in the direction of including in a facility operator's license to operate a nuclear power plant a provision which would allow the operator to receive, possess and use at any time special nuclear material as reactor fuel "in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report as supplemented and amended."
The Regulatory Guide attached to the NRC letter to Consumers indicates that the Standard Format and Content of Safety Analysis Reports for Nuclear Power Plants will permit the Final Safety Analysis Report, to which the license pro-vision will refer, to call, in very general terms, for that amount of special nuclear material as reactor fuel which is " required for reactor operation;"
As I read the letter and the documents appended to it, the net effect, and the intended net effect, of this procedural change seems to be to permit a utility to increase or decrease the amount of special nuclear material on hand at the plant in accordance with its needs without constantly amending its license.

Will this change permit-a utility to receive, possess and use mixed oxide (plutonium) fuel.or highly enriched uranium fuel either de novo or in increased amounts without public notice, a right to a learing
