Dear Mr. Ziemann:

By letter dated September 17, 1974, you requested that Consumers Power Company submit a fuel densification model and the supporting information for mixed oxide fuel. In addition, you re-quested that we provide the necessary analysis and relevant data for determining the consequences of densification and the effects on normal operation, anticipated transients and accidents and the acceptability of the ECCS for the Big Rock reactor using the ap-proved models described in the enclosures to your September 17, 1974 letter (and equivalent new models for mixed oxide fuel) and the ECCS evaluation models and required documentation presented in Appendix K to 10 CFR Part 50. You further stated that if the anal-yses irdicate that changes in the design or operating conditions are necessary to maintain the required margins, we should submit proposed

heue,uo and operating limitations with the analyses. You requested that the fuel densification models be submitted by December 1, 197h and that the analysis of the effects of fuel densification be in-cluded in our submittal of March 31, 1975.

Based on the work performed to date, we have concluded that the Exxon Nuclear Company fuel densification model supplemented as described in your letter of September 17, 197h conservatively predicts the behavior of mixed oxide fuels as well as uranium oxide fuels.

We, therefore, conclude that changes to the densification models for uranium oxide fuels are not required for mixed oxide fuels. A report is pres-ently being prepared to document and justify this position. Due to the magnitude of the effort required in preparation of this report, we vill be unable to submit the report by December 1, 1974 as requested in your September 17, 1974 letter. Our schedule for submittal of the report to the regulatory staff is January 31, 1975 I
