By letter dated May 21, 1973, Mr. D. J. Skovholt requested the proposed Technical Specifications for the Big Rock Point Plant be submitted in the format including scope and content outlined in 10 CFR 5036. The proposed Technical Specifications were submitted on June 7, 1974.
Following the June 7, 197h submittal, there vere many dis-cussions concerning these Technical Specifications with members of the Regulatory staff. As a result of these discussions, numerous changes have been made in the proposed Technical Specifications. The attached proposed specifications reflect these discussions with three exceptions. These three exceptions are:

The Regulatory staff reques,ted that we revise the primary coolant system heatup and cooldown re.te limitations to be censistent with Appendix G to 10 CFR 50. On January 22, 1975, we stated that the requested revisions would be made and projected a completion time of approximately one month. By letter dated February 25, 1975, the Regu-latory staff fc.,rmalized this request acknowledging our January 22, 1975 letter. Because of the unexpected workload associated with the Palisades Plant eddy current testing, our metallurgists have had little time to devote to this endeavor. As the eddy current testing is nearly completed, we believe that we vill be able to develop and submit the requested changes in approximately six weeks. At that time a revision vill be made to the section on reactor vessel heatup and cooldown rates contained in the attachment to this letter.

We are presently reevaluating the battery discharge limit contained in the attached specifications. This reevaluation is not yet complete. We expect that it will be completed within about six weeks and we vill provide the results of the reevaluation at that time.

The Regulatory staff requested that we incorporate require-ments for periodic test discharges of the riation battery into the Tech-nical Specifications. Consumers Power Company believes that the results obtained from test discharging batteries can be misleading and has avoided this type of testing of batteries because the test results might not in-dicate that replacement is needed when it actually is.
Instead, Consumers Power Company relies on visual tests to determine when battery replacement is required. The attached photographs show the condition of a battery that tested at 125 percent of its design capacity. When the battery i
deteriorates through cracking of the plates, its capacity tends to increase because of an increased plate surface area.
Even though the battery tested at greater than its design capacity, Consumers Power Company had already made the decision to replace it, based on visual observations.
In addition to the misleading aspects of a test discharge, we also desire to avoid the test discharge from the standpoint that the battery must be recharged following its discharge.
It is conceivable that following dis-charge of the battery to a low-voltage level, the battery r.4y not recharge properly. As batteries are not readily available, this could cause undue 4
plant outages.
In addition, Section 6.0, Administrative Controls, is not 15cluded l
in these proposed Technical Specifications. A revised Section 6.0 was sub-

f mitted January 13, 1975 in accordance with a previous request. Changes to this section are being discussed with members of the Regulatory staff at the present time and including this section in this submittal would merely add to the confusion.
