Dear Mr. O' Leary:

Transmitted herewith are three (3) executed and thirty-seven (37) conformed copies of a Request for Change to the Technical Speci-fications of License No DPR-6, Mcket No 50-155. issued to Consumers Power Company on May 1,1964 for the Big Rock '>oint Plant.

This proposed change (No 37) will allow the Big Rock Point Plant to operate tith one tube bundle in the emergency condenser valved out of sersi,.e.

The normal plant procedures will require that both tube bundles are operative for plant start-up from the cold condition.

This proposal is as discussed with, and requested by, representatives of the Directorate of Regulatory Operations, Region III.

Representatives of the Directorate of Regulatory Operations, Region III, have requested the following addition be made to the Tech-nical Specifications of License No DPR-6, Docket No 50-155, issued to Consumers Power Company, May 1, 1964, for the Big Rock Point Plant:

Addition In Section 4.1.2(b), add the following:

"(b) Operating Requirements

".... The emergency condenser, core spray and backup core spray systems shall be operable and ready for j

service at all times during power operation. However, should one emergency condenser tube bundle develop a leak during power operation, it will be permissible to isolate the leaking tube bundle until the next outage.

Both bundles of the emergency, condenser shall be avail-able for service to start up the plant from the cold condition and go to power. The core spray system...."

Discussion The emergency condenser acts as a backup heat sink for reactor decay heat when the main condenser is unavailable. It will also back up the shutdown cooling system but only when the reactor head is bolted in 3

place. The availability to operate with one emergency condenser -loop out of service has been permissible in the Plant Operating Procedures cince Big Rock Point becams operational in 1962. Section B6.2.1 of our Pro-cedures Manual specifically states -that "if one bundle should develop a leak during power operation, it will be permissible to valve it out until-the next outage," thereby allowing for one loop operation. i on our interpretation of Section 5.8.9 of the Final Hazards Sunmary Report (FHSR) which states specifically that "A radiation monitor on the emergency condenser vent stack will detect a release of primary steam, as may occur in the event of a tube rupture and cause an alarm in the control room.

Under this condition, the operator isolates the system by closing both condensate return valves and two moter-operated valves on the steam inlet lines to the condensing tubes. He can then reopen one system at a time to determine which tube bundle is still operative." Section 12.5.17, FHSR, alsio states that " Failure of a tube in one of the condenser tube bundles would not interfere with the ability of the remaining tube bundle to cool the reactor. Any failed tube bundle can be isolated by manual actuation (from the control room) of the motor-operated valves."

Based upon this, we have concluded that valving one emergency condenser loop out of service during power operation at the Big Rock Point Plant does not present a change in the hazards considerations described or implicit in the FHSR. This change is made solely to clarify the inter-pretation of Section 1.1.2(b) of the Technical Specifications.
