BWROG/EPRI-PROPOSED TRANSITION FROM IGSCC QUALIFICATION PROGRAM TO PERFORMANCE DEMONSTRATION INITIATIVE l
The NRC staff has held a number of discussions with the BWROG Materials l
Subcommittee in January and March of this year to ensure a smooth transition in qualifying NDE examiners from the IGSCC (intergranular stress corrosion cracking) qualification program under a tripartite (BWROG, NRC, Electric Power Research Institute (EPRI)) coordination plan to the requirements of Appendices l
VII and VIII to Section XI of the ASME Code'. The BWROG and EPRI, in a letter dated March 23, 1994, proposed to make some changes to the protocol and the l
implementation document of the IGSCC qualification program, " Utility Industry Personnel Qualification Guidelines for Detection and Sizing of Intergranular
)
Stress Corrosion Cracking," being managed by EPRI for the Performance Demonstration Initiative (PDI).
The proposed changes as delineated in the letter of March 23,1994, are (1) extending the requalification period from three years to five years, and (2) allowing IGSCC training to be completed either through the EPRI NDE Center or as part of an owner's or inspection vendor's Appendix VII training program.
We concur with the proposed action plan as it would give PDI enough time to properly set up and implement its program for examiner qualification, the EPRI NDE Center would not be overloaded with both programs, and expense and administration for dual qualification of examiners would not be necessary.
We thank you for the opportunity to comment on your proposed action plan for ensuring a smooth transition from the tripartite agreement to the ASME Code Section XI for qualifying the NDE examiners.
