SUMMARY

OF MEETING WITH APPENDIX VIII PERFORMANCE DEMONSTRATION INITIATIVE STEERING COMMITTEE On March 23, 1994, staff members of the Materials Engineering Branch, the Electrical and Mechanical Engineering Branch, and the Materials and Chemical Engineering Branch of NRR met with representatives of the BWR Owners Group (BWROG), the Performance Demonstration Initiative (PDI), and the Nuclear Energy Institute (NEI). The meeting was held to discuss technical issues related to performance demonstration requirements for inservice inspection, and focused on plans by the PDI to submit documentation of their program for NRC review. A list of meeting attendees is attached; there were no formal presentations nor handout materials.

4 The PDI program is an industry-developed program (with participation of all U.S. utilities), formed to provide compliance with the requirements of Appendix VIII of Section XI of the ASME Code, which is entitled " Performance Demonstration for Ultrasonic Examination Systems." With the formation of the PDI program, the industry has taken a proactive role to be in a position to meet the requirements of Appendix VIII once the NRC endorses the requirements.

As an introduction to the meeting, the NRC staff noted that the PDI has not submitted any documentation to the NRC for review. Although the NRC staff has attended various PDI meetings, this was for information purposes only and should not be construed as either review, approval or endorsement of the PDI program. After discussion of this point, the PDI representatives indicated a desire for a generic approval or endorsement of the PDI program, since the program does have generic applicability to the entire U.S. nuclear utility industry. The staff reiterated that a submittal would be required to initiate the review and approval process, and the PDI representatives said that they would need to discuss this issue with the PDI steering committee.

For information purposes, G. Millman provided a status of HRC rulemaking to 7 ['

endorse a version of the ASME Code which contains Appendix VIII. He expects that a proposed rule for public comment will be published at the end of this year.

MAY f 01994 In previous interactions with the BWROG, the issue of integrating the current coordination plan on training and qualification of inspectors looking for intergranular stress corrosion cracking (IGSCC) with the PDI program has been discussed, with a principal issue being the transition period from the current coordination plan to the PDI program. Under the current situation, inspectors whose IGSCC inspection certification (under the current coordination plan) expires prior to the issuance of PDI certifications (expected around January 1996) would need to pass two certifications for IGSCC inspection, one under the current coordination plan (to meet current requirements) and the other under the PDI program (to meet future requirements). This could be overly burdensome on the inspectors and could impact the availability of qualified inspectors. The BWROG discussed a proposal to make the transition by revising the protocol document for the current IGSCC certification program.

The specific change proposed by the BWROG would extend the certification period for IGSCC inspectors from the current three years to five years. The BWROG representatives indicated that this proposal would be transmitted formally to the NRC in the near future.

No conclusions nor agreements were reached at this meeting. MEB will continue to coordinate activities in this area with NRR and we will continue to keep you informed.
