Oyster Creek Nuclear Generating Station Docket No. 50-219 Response To Inspection Report 92-07 Notice of Violation GPU Nuclear Corporation (GPUN) provided a response to the Notice of Violation (NOV) cited in Inspection Report 50-219/92-07 by letter dated June 18, 1992.

Thi,s violation was issued as a result of a failure of a " prop spring" in Diesel Generator #2 output breaker. The NOV cited a failure to promptly correct conditions adverse to quality.

GPUN concurred with the violation and provided the required response pursuant to 10 CFR 2.201.

Recently, during an NRC inspection, the inspector' requested information relative to corrective actions taken as a result of the violation described above in order to complete the NRC closecut of the v.iolation.

During the course of this review and GPUN efforts to provide the necessary closecut documentation, it was found that a statement made in GPUN's response was in

error.

Specifically, the response stated " Revisions to action item requirements and due dates procedurally require the concurrence of the assigned manager (this is at least one level of management higher than the person performing the work)".

This statement was incorrect.

It was also stated in the NOV response that Plant Engineering Management would periodically review the backlog to assure assignments and schedules are appropriate. This action has been proceduralized.

It should be noted that since the time of this violation a number of organizational changes have occurred which are expected to significantly improve the timeliness of action in regard to deficiencies.

These changes include the establishment of the System Engineer and System Performance Team structure.

This initiative has proved to significantly improve system evaluation and work coordination.

'Page 2 All safety related 4160v Magne Blast breakers with greater than 1000 cycles have been repaired or replaced to correct deficiencies identified in GE SAL 348.1 with regard to prop spring failure.

All affected breakers remaining will be upgraded prior to or during the upcoming 15R outage commencing in September of this year with the exception of the Station Blackout breaker which will be upgraded in cycle 16.
