-This refers to the inspection conducted by D. Hills, K. Ihnen, J. Belanger,

J. Gavula, and F. Brush of this office, and by R. Zuffa of the Illinois

Department of Nuclear Safety, on March 2 through April 19,1994.

The

inspection included a review of authorized activities for your LaSalle County

Station, Units 1 and 2, facility. At the conclusion of the inspection, the

findings were discussed with those rc. embers of your staff identified in the

enclosed report.

During this inspection, certain of ~ . activities appeared to be in violation

of NRC requirements.

However, as described in the enclosed inspection report,

you identified this violation. Therefore, the violation will not be subject

to enforcement action because your efforts in identifying and correcting the

violation meet the criteria specified in Section VII.B of the " General

Statement of Policy and Procedures for NRC Enforcement Actions," (Enforcement

Policy, 10 CFR Part 2, Appendix C).

Although no violations of NRC requirements were cited during the course of

this inspection, the inspection addressed some spec 3.c areas of previous NRC

concern. Sporadic successes in areas such as commun u tions, radiological

housekeeping, and personnel using a questioning attitude philosophy, are being

identified and are attributed to increased plant management attention.

bargaining unit cooperation to overcome obstacles in this area.

However, the

successes were limited in scope and overall performance in these broad areas

remained inconsistent. Actions to change personnel attitudes and ways of

doing business remain far from being unis. ' sally effective.

The root causes

of problems in these areas must be addressed thoroughly to ensure lasting and

widespread improvement.

Shift turnover deficiencies and activity coordination

problems remained a concern.
