REQUEST FOR ADDITIONAL INFORMATION (RAI) FOR LIMERICK GENERATING STATION, UNITS 1 AND 2, TECHNICAL SPECIFICATIONS CHANGE REQUEST N0.
93-18-0 (TAC NOS. M88656 AND M88609)
On January 14, 1994, PECO Energy Company submitted an application to amend the Technical Specifications (TS) for Limerick Generating Station, Units 1 and 2.
The proposed change would revise the TSs to increase the allowable leak rate for the main steam isolation valves (MSIVs) and delete the MSIV Leakage Control System (LCS).
In order to complete our review, we require further information regarding the issues discussed below.
The submittal stated that (1) the Turbine Building will withstand a Safe Shutdown Earthquake (SSE), (2) the main steam system supports can maintain their integrity during an SSE, and (3) the block wall adjacent to the main steam transmitters w'ill not fall during an SSE. However, there is no further explanation or calculation to substantiate the above conclusions.
Furthermore, the walkdown report, which was also enclosed in the submittal, had indicated that several piping supports needed to be modified and others further investigated.
Therefore, we request that the conclusions discussed above be substantiated by submitting the analysis method and results.
It was only stated that the main steam system supports can maintain their integrity during an SSE and was silent on the condition of other supports whose integrity during an SSE may also be questioned due to this TS change.
Consequently, it is also requested that a justification for the integrity of all the piping supports of the pathways that are needed for supporting the TS change request be submitted.
