Dear Mr. Taylor:

I have received the Notice to Non-Profit Educational Licensees, dated Aug. 5,1993, concerning the options available regarding the recent billing for the 1993 annual license fee for university reactors. The University of Wisconsin intends to file a request for an exemption from the annual fees. As I understand your Notice, the request is due November 17,1993 and,if the request is denied, the bill for the 1993 annual fee need not be paid until 30 days after the NRC acts on our request. In addition,if the request is denied, we have 30 days after the NRC decision on our r.xemption request to file for termination of operations and obtain a possession only license. If, at that time, we do decide to obtain a possession only license, the bill for the 1993 annual fee is waived and need not be paid at all.

If I have misinterpreted your Notice, please send a correction to the above.

Otherwise, I will assume my understanding is correct and proceed accordingly.
