Enclosed is a letter from Mr. Joseph E. Hayes, Director, Division.of Preparedness Training and Exercise, FEMA Region I, to Mr. David Rodham, Director Massachusetts Emergency l

Management Agency, dated March 21,1994, identifying a Deficiency from the December 7, 1993, full participation exercise at Pilgrim Nuclear Power Station.

The Deficiency, assessed against Kingston's emergency operations center (EOC), resulted l

because an EOC staff member made a critical public health and safety decision independent of the Kingston Emergency Management Director (EMD). This contradicted current procedures and undermined the authority of the EMD. The Deficiency was remediated in another drill for that purpose on December 9,1993.
