As part of the NRC Staff review of Technical Specification Change Request No.191 (Reference 1) and supplemental submittal (Reference. 2), a conference call with GPU Nuclear and the NRC Staff was conducted on April 18, 1994.

This letter complies with the staff's request to formally document GPU Nuclear's response to a question regarding the compatibility of the. proposed new control room electronics with the electromagnetic and radio frequency (EMI/RFI) environment in the Oyster Creek control room.

The new electronics are scheduled to be installed during the upcoming 15R Refueling Outage as a replacement for the existing recirculation flow

-monitoring electronics.

These electronics provide total flow signals to the APRM system comprising the flow-biased scram function in the referenced core stability technical specification change request.

c 5000-94-0020 C371-94-2058 Page 2 The new control room hardware is a Foxboro Spec 200 analog system.

Compatibility with the Oyster Creek control room environment has been proven by over eight years of experience with existing control room applications using identical Spec 200 analog hardware.

These existing applications include reactor water level, reactor pressure, scram discharge instrument volume level, and narrow range drywell pressure.

GPU Nuclear's experience with the Spec 200 analog hardware at Oyster Creek has been excellent with no problems associated with EMI/RFI.

In addition, Foxboro has advised GPU Nuclear that, based upon component testing, the Spec 200 system exhibits a high tolerance to EMI/RFI. This further supports the conclusion that EMI/RFI will not adversely effect the recirculation flow application of the Foxboro Spec 200 system.
