Dear Mr. Russell:
Per the reference letter Commonwealth Edison Company (CECO)
. requested an Exigent Technical Specification amendment for Technical Specification 3/4.7.1. After reviewing our most current start-up schedule (entry into Mode 3 scheduled for May 14, 1994),
we now recognize that it may be difficult to publish a Federal Register' notice for 15 days, as specified in 10 CFR 50.91(a) (6) (i) (A). Therefore,.we request that this amendment be processed as an Emergency per 10 CFR 50.91(a) (5). If you have any questions.concerning this correspondence, please contact this office.
