SUBJECT:

QUAD CITIES PHYSICAL SECURITY INSPECTION

This refers to the inspection conducted by Mr. T. J. Madeda of this office on

February 14-18, 1994. The inspection included a review of activities

authorized for your Quad Cities Power Station, Units 1 and 2.

At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed report.

We concluded that your security program performance was effective, regulatory

requirements were generally met and the security program contributed in a

positive manner to the safety of the facility. However, two issues were

identified that resulted in a reduction of the effectiveness of the' security

program. The issues included a violation of the vehicle search program.and

poor drill results in the vehicle search program. -This latter issue is also

'

of further concern because in a 1992 inspection the same type of finding was

identified.

It appears that long term corrective action was not effective.

Overall, security program performance was good.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress. The purpose of the inspection was to determine

whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on- the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

- Violation (Notice).

The violation is of concern because it showed a reduction

in the effectiveness of described protected area search activities for

vehicles. Management attention should be focused to ensure that vehicle

search activities are conducted in a proper manner.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c(2).

This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21. Consequently, the enclosure

to this letter, our report of the inspection, and your response to the

violation identified in the enclosure to this letter will not be placed in the

NRC Public Document Room. Therefore, your statement of corrective action

regarding the violation identified in the enclosure should be submitted as a

separate enclosure to your transmittal letter in the manner prescribed.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
