McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369 and 50-370 NRC inspection Report No. 50-369,370/93-20 Response to a Notice of Violation and imposition of Civil Penalty Change in Format of Operations Shift Briefings Gentlemen:
By letter dated January 13,1994, NRC Region 11 issued a Notice of Violation and Proposed Imposition of Civil Penaity. This action follows NRC Inspection Report Nos. 50-369/93-20 and 50-370/93-20 concerning a special inspection conducted by an Augmented Inspection. Team (AIT) at McGuire Nuclear Station during the period of September 1-5,1993. McGuire Nuclear Station's response dated February 10,1994 concerning an inadvertent operational mode change (Violation 1.A.) stated the format _of Operations Shif t Briefings had been modified to shorten them, reduce the number of persons involved and set expectations for participation. Pre-shift briefings were conducted in the Control Room for watch standing licensed operators and a subsequent briefing conducted for the remainder of the Operations team at a different location.
Beginning April 11,1994, the Operations shif ts initiated a pliot project to enhance the quality and efficiency of pro-shift briefings conducted after completion of operator turnover by the incoming shift. The briefing involves the entire on-duty Operations shift team by having all Senior Reactor Operators, Reactor Operators and Non-licensed Operators report to the Control Room for a pre-shift briefing conducted by the Senior Reactor Operators. The objective of the briefing format change is to promote more effective communications between Operations team members and to ensure eacri member is aware of plant status prior to starting shift work. All team members are encouraged to actively participate in the briefing. In addition, pre-shift briefings will facilitate completion of the shift turnover process in an orderly manner to ensure Control Room personnel and other team members are prepared to start work related activities.
The effectiveness of this briefing format will be evaluated during the next five weeks at which time Operations management will consider continuation of the formal and implementation of format '
enhancements, as appropriate.
