Dear Mr. Weins,
This is in reference to Invoice AM00542-93 to William Jewell College regarding an annual license fee ($1800) and surcharge ($1220) for our Special Nuclear Materiala License #SNM 806 (Docket No.
070-00871).
a "small entity" (certification Although we apparently qualify as form enclosed), even the $1800 portion of the fee is beyond our small departmental budget.
It would be of no benefit to apportion this into installments -- it is the total amount, not the mode of payment which is impossible.
We have used this pu-Bo neutron source in the instruction of students essentially every semester since acquiring it 29 years ago.
Not only has it made possible a whole range of experiments (for example, the Szilard-Chalmers reaction) in the upper-division courses 1
such as the Atomic & Nuclear Physics laboratory, but for more than
'2,000 students in freshman physics lab it has provided their only direct experience with radioactivity via the short half-life silver isotopes it produces.
There is no adequate substitute for this source in our instructional program.
It is therefore with regret that I am notifying the Region III office of our intent to relinquish our Special Nuclear Materials license and request that youtwaiveit'he FY 1993 annual fees, since we will have complied with the' conditions specified in CFH'70.38 for j
conversion of our license to "posession only" prior to August 19, j
