Ry application for license amendment dated September 24, 1993, Union Electric Company (the licensee) requested changes to Technical Specifications (TS) for the Callaway Plant, Unit 1.

The proposed amendments would change IS 6.9.1.7,

  • semiannual Radioactive Effluent Release Report," to extend the Radioactive Ef fluent Release Report submittal frequency from semiannual to annual and change the report submission date from 60 days after January I and July I to before May 1 of each year.

In addition, other Technical Specification references to the Semlannual Radioactive Effluent Release Report will be 1

changed to reflect an annual submittal.

These requested changes are in accordance with the change in Title 10, Code of federal Regulations, Section 50.16a, " Technical Specifications on Effluents from Nuclear Power Reactors,"

issued August 1, 1992 (57 FR 39353).

2.0 (yAlyALLO!]

As indicated above, 10 CFR 50.36a was revised to require that a. report to the Commission specifying the quantity of each of the principal radionuclides released to unrestricted areas during the previous twelve months should be prepar ed and submit ted.

The new regulation also requires that the time interval between submissions of the reports must be no longer than twelve months.

i Previously, 10 CFR 50.36a required these reports to be submitted i

wmiannually and within sixty days af ter January 1 and July 1 of each year.

The licensee has proposed Nveral changes to the Technical Specification in order to implement the new requirements of 10 CFR 50,36a.

In particular, the licensee proposes to revise 13 6.9.1.7 and associated references to change the name of the report to Annual Radioactice Effluent Release Report.

Aihl$ t ionally, the proposed change will revise the submittal period f rom semlannually to annually.

Since the requested changes to lechnical Specification 6.9.1.7 are consistent with the requirements and intent of the revised 10 CFR 50.36a the staff finds i

them acceptable.

The State official had no comments.

Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section St.22(c)(10),

Pursuant to 10 CFR St.22(b), no environmental impact statement or environmental

.issessment need be prepared in connection with the issuance of this amendment.

5.0 (DDGlyl[QN The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such aClIVIlles will be conducted in compliance with the Commission's regulations, and (3) the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
