Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the October 6, 1992, exercise of the State of Illinois and local radiological emergency response plans site-specific to the Quad Cities Nuclear Power Station.

The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region V staff and copies will be provided to the State of Illinois.

Initially, the States of Illinois and Iowa had scheduled a joint exercise to be conducted on April 29, 1992, for the Quad Cities Nuclear Power Station.

Because of demands placed on the State of Illinois to respond to the April 13, 1992, flooding disaster in the I

Chicago Tunnel, Illinois requested and received approval to reschedule their participation and the participation of Whiteside and Rock Island Counties in a later exercise.

The' exercise was subsequently conducted on October.

1992, and involved full participation by Rock Island and Whiteside Counties and participation by the State of Illinois only to the extent necessary to provide adequate support to the two Counties to allow them to fully demonstrate their exercise objectives.

The State of Iowa and the Counties of Clinton and Scott fully participated in the April 29,

1992, exercise as originally

scheduled for the Quad Cities Nuclear Power Station and FEMA's report on that exercise was submitted to your office on October 20, 1992.

exercise.

There were, however, six Areas Requiring. Corrective Action (ARCA) identified during the exercise, four for Rock Island.

County and two for Whiteside County.

FEMA Region V staff will work with the State of Illinois to correct the ARCAs on or before the next biennial exercise.

Based on the results of the October 6, 1992, exercise the State of Illinois and local offsite radiological emergency response plans and preparedness site-specific to the Quad Cities Nuclear Power

Station are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR,'Part 350 approval of the offaite radiological emergency response plans and preparedness for the State of Illinois, site-specific to the Quad Citier, Nuclear Power Station, granted on March 2, 1984, romains in effect.
