Gentlemen:
This refers to the rcutine safety inspection conducted by Messrs. G. O'Dwyer,
J. Roton, and P. Hiland, of this office, on January 8 through Februsry 28,
1991, of activities at Perry Nuclear Power Plant, Unit 1, authorized by NRC
Facility Operating License No. NPF-58, and to the discussion of our findings
with Mr. R. Stratman and others of your staf f on March 1,1991, at the
conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel,

During this inspection, certain of your activities appeared to be in violation
,
with NRC requirements, as specified in the enclosed Notice. A written
response is required.
During the inspection, one item identified in your system configuration
control program appeared to'be in violation of NRC requirements. The inspection
shcwed that actions are being taken to correct the identified violation and to
prevent recurrence.
Consequently, we have exercised our discretion as allowed
under the NRC Enforcement Policy.
Because we want to encourage prompt
self-identification and correction of problems, the violation is not being
cited because the criteria specified-in 10 CFR Part 2, Appendix C, Section V.G.
of the Enforcement Policy were satisfied.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
