ISSUANCE OF ORDER MODIFYING LICENSE NO. R-79 TO CONVERT FROM HIGH-TO LOW-ENRICHED UfsANIUM (AMENDMENT 9) - UNIVERSITY OF MISSOURI-ROLLA The U.S. Nuclear Regulatory Commission (NRC) is issuing an order modifying Faci _lity Operating License No. R-79, Amendment 9.-for the University of Missouri-Rolla Research Reactor.
The Order modifies the license in accor-dance with Section 50.64 of Title 10 of the-Code of Federal Regulations (10 CFR), which requires that a-non power reactor such as yours convert to low-enriched uranium -(LEU) fuel under certain conditions.
The Order is being-issued in accordance with 10-CFR 50.64(c)(3) and in response'to your submit-tal of November 16, 1988, as supplemented on May 8, 1990, May 30, 1990,
-August 9, 1990, and October 25, 1990.
Enclosure _4 contains an outline of a reactor start-up report that should be submitted to the NRC within six months following fuel loading.
The Order will become ef fective on the later date of either receipt of LEU fuel elements or-30 days following.the date of publication of this Order in the. Federal _ Register, provided there are no requests for a hearing.
If a
-hearing is requested,- the Order will become effective on the date specified'in-an. order following further proceedings'on this Order.
Please inform me when you' receive the LEU fuel elements and when the high enriched uranium (HEU)
-fuel is completely removed from the. facility.
Also, : License Condition 2.8.2...has -been amended to allow possession, but not-separation, of special nuclear material (SNM) produced by operation of the reactor.
This condition was-implied under the-terms of the license but was not stated explicitly.
Because the normal opera. tion of the reactor produces -
SNM, License Condition 2.B.2. has been clarified-to. include SNM that is produced in the fuel.
