NORTH ANNA UNIT 1 (NA-1) - REQUEST FOR RELIEF FROM HYDROSTATIC TEST REQUIREMENTS FOR SECTION XI (TAC NO. 79784)
By letter dated February 15, 1991, you submitted a request for relief from the hydrostatic test requirements of the 1983 Edition through Summer 1983 Addenda of Section XI of the ASME Code for welds made after replacement of a 1-1/2-inch Blowdown System isolation valve (1-MS-22) and a 2-inch Chemical Feed System isolation valve (1-WT-482) at NA-1 during the current refueling outage. The Section XI Code requires that a hydrostatic test of the welds be performed prior to resumption of service. This Code Case allows the hydrostatic test of welds in the situation encountered by you to be deferred to the next regularly scheduled system hydrostatic tests for that system. You state in your letter that a surface examination (PT) will be performed during the current refueling outage.
In addition, a visual examination (VT-2) will be conducted in conjunction with a system inservice test (WA-5211(c)) at nominal operating temperature during the start-up following the refueling oatage.
T.iese examinations satisfy the conditions stated in the Code Case. Therefore, we have determined that relief from the requirement is not necessary in that this situation has been reviewed and approved by Code Case N-416 and documented as approved by the NRC in Regulatory Guide 1.147.
