ANALYSIS.0ECONVOLUTION ISSUE FOR WNP-3 The Nuclear Regulatory Commission staff har. completed its review of the soil-structure interaction rnethods for the Washington Nuclear Project No. 3

(WNP-3) as documented in the enclosed Draft Safety Evaluation.
The issue of deconvolution of ground motion in rock was originally raised in an audit of the Washington Public Power Supply System's seismic design calculations in 1983.
Based on review of information provided by the Supply System, the staff has concluded that the new methodology using the state-of-the-art onalytical i
technique for resolving the deconvolution issue is acceptable.
However, the staff has some concerns on the specific application of the new methodology to WNP-3 that need to be addressed prior to the issuance of an operating license.
I understand that the Supply System had agreed to such an audit in 1989, but it has not yet been conducted.
This issue has been discussed with Richard L;torre of your staff and I understand that the Supply System may continue to pursue these issues with the NRC dependent on your ongoing resource and licensing prioritization evaluellons.
