U.S. Correspondence No. 91-9
Dear Dr. Ponomarev-Stepnoy:
I am transmitting with this letter (n proposed topics and ' itinerary for.the research laboratory tour in the Moscow-Gorky areas April 22-26, (b) a proposed revised list'of Working Group 1991 meeting dates, and (c) proposed agendas for 1991 JCCCNRS Working Group meetings.
. Inasmuch as Working Groups-2 and 5 will meet in the relatively near future (May and April, respectively), please arrange to send visa information on the people _ who will attend the meetings. _(We have this information for Working
' Groups.l and 4,-meeting in March. We will send you the information for the-U.S. attendees of the June meetings in.the USSR when-it is available.)
I would like to men' tion a change of a U.S. Working Group Co-leader.
Edward J. Butcher, Jr., Chief of the. inspection and Licensing Frograms Branch of the Office of Nuclear Reactor Regulation, has replaced Charles Rossi as U.S. Co-leader of Working Group'1, Safety Approaches and Regulatory Practices.
(U.S. Correspondence No. 90-2 listed all the U.S. co-leaders as of a year ago.) -Please inform us-of any changes in the Soviet Working Group leadership that may have occurred-during the last year.
Sincerely,

4 DiCLOSURE 1 4
PROPOSED TOPICS AND ITINERARY FOR LABORATORY VISIT APRIL 22-26, 1991 The following sre moosed topics areas relating to your experience and capabilities with which our team would like to become familiar during the visit.
Prospective U.S. industry team members are now reviewing this topic list to determine if they wouid like to add additional topics. We 411 transmit a final list by mid-March.
We expect te-send a team of about ten people, headed by James Sniezek, Deputy Executive Director for Nuclear Reactor Regulation, Regional Operations and Research, and including three members from private industry and an interpreter. The remainder will be U.S. Government personnel. The tum wishes to conduct its-visit during the week of April 22-26 and to rn.rict the visit to the Moscow and Gorky areas to minimize travel time. We would like you to propose the exact i 3untry itinerary for the visit.
During this visit, our side would like te gain a thorough understanding of your analysis and test facility capabilities in the following_ areas:
- 1) Heat transfer and fluid flow under natural circulation conditions.
Of particular interest are the facilities listed below. We would be interested in other such facilitit
.s well, as you see appropriate.
o "KC" THERM 0 PHYSICAL RIG o " GAMMA" REACTOR FACILITY o VK-50
- 2) Heat transfer and possible flow stratification.in the presence of non condensiales during natural circulation flow for primary and containment systems. For example, consider natural circulation through the steam generator and other decay heat removal. systems, under norraal, shutdown and accident conditions, including severe accidents.
- 3) Mixing of 2-fluid streams of different temperature and density in reactor geometry; for example, emergency boron injection-and coolant inje: tion under stagnant flow-conditions.
check W)ives, motor operated. valves and depressurization system valves 4
Wlve reliability data during-upset conditions,. including.
Thit puld include design performance information under limiting design con d ic t,
- 5) Life cycle and capacity info-matien for batteries used in L
Emergency D.C. power applications. Discussion should provide information on maintenance and test programs, including loading rate limitations.
2
- 6) Pump seal tests under loss of seal cooling conditions. There is particular interest in the latest version of the VVER-1000 reactor coolant pump seal design; discussion should include tests performed and results, and
._, c.e..;itions and parameters.
A tour of the prototype test facility is desirable, s
