The Nuclear Regulatory Commission (NRC) is considering the July 11,3990 requestsubmittedbyAllied.GeneralNuclearServicestoextendConstruction Permit No. CPCSF.4. This-Permit was originally issued by the Atomic Energy Commission on December 18, 1970, for the construction of the Separations Facility of the Darnwell Nuclear Fuel Plant.

This latest request was submitted under cover of a July. 19,1990,-letter from your counsel, Bennett Boskey, of Volpe, Boskey and Lyons of Washington, D.C.

LIn your July 11,1990.-letter, you stated that-various uncertainties -Still exist relating-to the nuclear waste program, including questions relating to the Government's plans.in the area of the Savannah River Plant,- and you indicated that these uncertainties _have some relevance to your. request for the extension of-Construction Permit No. CPCSF.4 In order for the NRC to i

determine whether extension of the Construction Permit would be appropriate, we request that you explain in greater detail your request to have the -

completion date extended, in particular, please provide information on what constrv-tion activities you intend to pursue if the completion date is extended, and what your long. range plans are for the Sc)arations Facility, it will;be appreciated if'you provide us this information )y April 1, 1991.
