This refers to the routine safety inspection conducted by Messrs. E. Plettner
of this of fice and R. Stransky of the of fice of Nuclear Reactor Regulation on
January 1,1991, through February 11, 1991, of activities at Big Rock Point
Nuclear Plant authorized by NRC Operating License No. DPR-6 and to the
discussion of our findings with Mr. W. Beckman and others of his staff at
the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
One unresolved item dealing with 10 CFR 50.59 review was identified in
Paragraph 2 of this report.
No violations of NRC requirements were identified during the course of this
inspection. However, poor operation / engineering practices in surveillance
procedures were identified in Paragraph 3 and inconsistent temperature control
in rooms containing safety related equipment was identified in Paragraph 5 of
this report.
in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
