This refers to the announced, routine, safety inspection of emergency preparedness

activities authorized by License No. NPF.86 conducted by Mr. C. Amato of this office on

December 11-14,1990 at your Seabrook Station, Unit 1, Seabrook, New Hampshire, the

Seabrook Station Emergency Operations Facility, Newington, New 11ampshire, and at the

headquarters of the Yankee Atomic Electric Company, Bolton, Massachusetts.

Discussions of our findings were held by Mr. Amato with you and your staff at the

conclusion of the inspection.

The areas examined during this inspection are described in the NRC Region I inspection

report which is enclosed with this letter. Within these areas, the inspection consisted of

examination of procedures and records, interviews with personnel by the inspectors, and

observation of your annual emergency preparedness exercise.

Based on the results of this inspection, no violations were identified. Performance during

the exercise demonstrated the licensee's ability to implement the Seabrook Station

Emergency Plan in a manner which would adequately protect the health tmd safety of the

pubhe. The Federal Emergency Management Agency (FEMA) evaluated off site

response as well as the response of the New Hampshire Yankee Off site Response

Organization. The results of that evaluation will be provided in a separate report by

FEMA. No reply to this letter is required. Your cooperation with us in this matter is

appreciated.
