Under the now organization, this position reports directly to the Departmont Managar. Tho other responsibilitios of the old Manager, Operations Planning and Scheduling position aro assigned otsowhora and do not have any hands on involvement with fissilo matorial.
NRC: The matrix should identify the positions having responsibility for auditing operating procedutos as well as safety proceduros for activitios performed by the nuclear criticality safoty, health physics, radiation safoty, and environmental engincoring compononts.

2.1.15 Manaaer. Reaulatory Compilance The Mana0er, Regulatory Complianco, reports to the Managor, Safoty, $ccurity, and Uconsing, and is rosponsiblo for obtainin0 all licensos, permits, and amendments thoroto necessary for plant oporation that involvo the safoty of the workers, public, or onvironment. Ho is also responsiblo for the safoguards program. Ho is responsiblo for onsuring that alllicensing and permit requirements ato appropriately Imptomonted, and imptomontation adoquately documentod. This is accomplishod through issuanco of appropriato Company Policles and Standards, and by approval of cortain implomonting procedures. Ho is the Company intorface with regulatory agencies, and wVI host audits by Rogulatory Representativos and respond to any audit reports for the Company.
2.1.15a Environmental Enalneerina Component This Component is responsiblo for' insuring that tho sampling toquiremonts of Chaptor 5 of this Uconso entitled, *Environmontal Protection," are proporly implomonted.
This Component collects all tho analytical data from the environmental samples and issues the required reports. The Environmental Engincor is also responsiblo for obtaining certain permits necessary to plant operations other than those issued by the NRC and Stato doating with nuctoar matorials. Nuclear onvironmontalissues are but a small part of his overall responsibilitics with the far larger part being with non nuclear issuos.
2.1.16 Vice President. Enaineerina Division Tho Vice President, Engineering Division,in part, is responsiblo for research and development activities in support of the fabrication of nuclear fuels, including the coruuct of certain demonstrations involving special nuclear matorials.
2.1.17 Manaaer. Research and Product Development This position reports to the Vic6 Prostdont,' Enginocring Division, and is responsiblo for research into now materials, conducting fuel cooling flow stability testing,

11.6.1.1 Scope Included The ECN proceduto is used when the work involved moots one or more of the following conditions:
Affects the basic principios of operation of the manufacturing process.
Directly involvos fissilo material.
Affects criticality or radiological safety.
Impacts industrial health and safety.
Affects product quality.
Involvos licensing matters.
Affects environmental protection.
Roqu!res a process building wall ponotration.
Requires underground work.
Affects manufacturing plant equipment layout.
Requires municipal building permit and/or fire marshallinspection.
11.6.1.2 Scope Excludod ECN's are not required for normal maintenance, repair or direct component replacement. ECN's are not required for minor changes which do not moot any of the above critoria.
11.6.2 Review Prior to preparation of an ECN, the drawings and scopo packages are reviewed by a group mado up of the responsible engineer, the Supervisor, Safoty, a representativo of Plant Engineering and a representative of Operations. The group reviews the design package for industrial safety and health and radiological and criticality safety problems.
Changes arising from the review are implemented prior to ECN routing. Verification of review and irr?Lmontation of necessary changos is indicated by sign off of the ECN by members of the review group.
