1.0 INTRODUCTION

By letter dated July 18, 1990, as suppiementtd November 26, 1900, South Carolina Electric & Gas Corpany (the licensee) submitted a request for changes to the Virgil C. Summer Nuclear Station, Unit No.1, Technical Specifications Section 6.5.1.

The amenoment would replace the specific titles of the members of the Plant safety Review Counittee (PSRC) with a generic statement as to their number, seniority, and background.

In addition, the proposed anendment would redefine a OUORUM as being the PSRC Chainnan, or a designated alternate, and a majority of the PSRC members or their alternates.

Finally, the amendment would ensure that designated 31 ternate members of the PSRC compose a voting minority.

2.0 EVALUATION The replacement of the specific titles of PSRC members with a peneric statement as to their number, qualifications, and seniority will allow the General Manager, Nuclear Plant Operations to designate plant management staff as PSRC chairman and members.

It will also allow changes to managerent staff titles without requiring a Technical Specification change. The requirement that the committee members be part of the management staff ensures that the propor serspective is maintained, and the requirement that various disciplines be represented ensures adequate breadth of technical kncwledge. This change will not result in a decrease in the authority, or the effectiveness, nor alter the function of tt,e PSRC; therefore, the proposed change is acceptable.

The redefinition of a QUORUM allows for some flexibility in the size of the PSRC while keeping with the principle that a majority of the Committee members should be present before voting on issues affecting plant safety.

2 This change will not result in a decrease in the authority, or effective-ness, nor alter the function of the PSRC; thert< fore, the proposed change is acceptable.

The requirement that the designated alternates to members of the PSRC always constitute a voting minority allows some flexibility while ensuring that the ultimate responsibility and authority for decisions involving plant safety rests with permanent appointed members. This is in keeping with the intended function of the PSRC. This change will not result in a decrease in the authority or effectiveness, nor alter the function of the pSRC; therefore, the proposed change is acceptable.

3.0 ENVIRONMENTAL CONSIDEP.ATION This amendment relates to changes in recordLceping, reporting or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR51.22(c)(10).

Pursuant to 10 CTR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The Comission made a proposed determination that this amendment involves no significant hazards consideration, which was published in the FEDERAL REGISTER on (55 TR E3075) on December 26, 1990, and consulted with the State of South Carolina.

No public comments or requests for hearing were received, and the State of South Carolina did not have coments.

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (?)

such activities will be conducted in compliance with the Comission's regulations, and (3) the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
