-IN O_YSTER CREEK NUCLEAR GENERATING STATION (TAC NO. 49398) iThe: NRC. audit -team led by' G. Bagchi (NRR), visited the Oyster Creek site and:
the GPU Nuclear corporate office on October 31 and November 1, 1990, respectively. -The purpose was to evaluate concerns identified in Section.

-2.3.5 of HRC: Inspection Report 88-202 regarding seismic design adequacy of.

-safety related piping outside--the Reactor Building,_ specifically the buried Emergency Service Water line -(ESW).
- During_.the site visit and the: subsequent meeting, the staff discussed with -
- GPU Nuclear (licensee) the issues of concern, performed a walkdown of the JESW piping,-audited relevant documents, and interviewed select licensee
. personnel. Details'of the_ findings.'are contained in the enclosed Safety-Evaluation.
The staff evaluation concludes that (1) consistent and adequate-seismic
'in uts wcre-apparently incorporated in the. design of seismic category I
' pi ing-at the Oyster. Creek plant;:and'(2) the staff concurs that the seismic
.de igniof the; buried ESW piping, including the safe shutdown earthquake stress allowables, was reviewed-and accepted by.NRC in the. previous. systematic evaluation program review. No compelling evidence was uncovered during this audit 'that. revealed'a significant safety concern which would justify the reopening of this issue.
However, the licensee should take appropriate action to ensure that the updated FSAR criteria will be: consistently implemented in all
- cases = of reanalysis of seismic category I piping systems and not just for those which were reanalyzed under Bulletin 7914.-
