Subject: Inspection Report No. 50-29/90-25
This refers to the routine safety inspection conducted by hir. T. Koshy c.nd others of this office
on November 14, 1990 - January 2,1991, at the Yankee Nuclear Power Station, Rowe,
hiassachusetts. The inspection consisted of observation of activities, interviews with personnel
and document reviews. The results of the inspection are described in the enclosed NRC
Inspection Report and were discussed with hir. N. St. Laurent at the conclusion of the
inspection.
Section 6.1 of this report discusses an unresolved item regarding continuing questions of the
adequacy of post modification / maintenance testing. A related concern with the adequacy of your
independent verification program was noted, it appears that in certain cases an undetected error
by one person can result in untested equipment being returned to service. Your attention is again
directed to this concern. Following your staff's evaluation, please provide the NRC senior
resident inspector with your assessment and programn atic corrective action, if any. Following
this, we will determine if your program is acceptr.ble and whether additional enforcement is
necessary.
