Customer Review This inspection was conducted as part of the NRC's effort to identify companies who are selling potentially refurbished moldeo case circuit breakers (MCCB's) to the nuclear industry, in order to determine whether Voyten Electric had sold any refurbished cir-cuit breakers to the nuclear industry, a copy of the Voyten Electric Customer List was requested and obtained. This list contained the names and adoresses of all Voyten customers sirce 1983.

From review of the list it was determined that the only potential nuclear cus-tomer was Carolina Power and Light (CP&L).

Voyten Electric was then asked for copies of all transactions with CV&L.

The racords reviewed indicated that CP&L had made two purchases, one for a HKB2200W breaker for their Wilmington Division System Switch Room (P.O. No. 547598M, dated August 5, 1984) and one for a TF136090 breaker for nuclear plant construction (P.O. No. HBR 11563 dated December 25,1084). No l

other nuclear orders were noted from the customer list review.

In addition to the customer list review, Voyten was asked if tney remembered having shipped any breakers to a nuclear plant. Voyten l

remembered supplying two breakers to the Commohwealth Edison Braidwood j

Plant, purportedly for training purposes only.

The breakers, a 50DH P250 and a 05206 were supplied through Liberty Motor of Chicago, Illinois on January 27, 1986.

None of the orders reviewed appeared to be for safety-related applications and in none of the orders were any nuclear specific requirer.ents invoked.

Shop Review As part of the inspection a shop tour of the Voyten Electric facility was conducted. Observed during the tour were severai molded case circuit breakers in various stages of disassembly and testing.

Upon discussion it was learned that Voyten Electric o

does refurbish molded case circuit breakers ano that the break 6rs are of ten opened to facilitate cleaning cr repair.

Part replace-ments were sa1d to be accomplished by obtaining parts from other similar breakers, in addition to the shop tour the inspector was shown several large rooms filled with surolus electrical equipment.

, Representation of Equipment Sol _d During the inspection Voyten was asked whether equipment sold 1 specifically labeled as beitig new or as being reconditioned. The inspector was told that recently all reconditioned eluipment is labeled as such. Review of the most recent CP&L purchase order

  1. 547598M-AP confirmed that the shipping invoice did iniicate the breaker consisted of a new trip unit and a reconditioned fraine.
