Gentlemen:

Subject:

Docket No. S0-206 Report of NPDES Permit Violation, September 1990 San Onofre Nuclear Generating Station, Unit 1

Reference:

Letter from H. W. Newton (SCE) to A. L. Coe (California Regional Water Quality Control Board, San Diego Region),

  • NPDES Monitoring Report" fot Unit 1, dated October 30,1990 Technical Specification 6.16.2.c, Provisional Operating License DPR 13, requires Southern Califomia Edison (SCE) to report violations of the National Pollutant Discharge Elimination System (NPDES) permit. This transmittal reports an NPDES permit parameter that was exceeded at Unit 1.

There are nine Unit 1 sampling locations for different parameters required by the Unit 1 NPDES r

pennit, in two of the nine locations, the samples include analyzing for settleable solids. The referenced letter indicated on September 13 the Unit 1 sewage treatment plant sample, which is one of the two sampling locations for settleable solids, exceeded the NPDES permit DAILY limit for settleable solids.

This sample indicated 9.0 ml/l setticable solids, which was 6.0 ml/l greater than the NPDES permit daily limit of 3.0 ml/1. The other location sampled for settleable solids met the NPDES permit DAILY limit. All the nine Unit 1 locations sampled in September for other parameters required by the NPDES pennit were found to be within limits.

There were no Unit 2 or Unit 3 NPDES violations in September 1990, if you require any additional information, please let me know.

Very truly yours, J.

'A summary of the generating unit's status and significant analytical results is provided below.

The unit continued its shutdown for refueling and maintenance.

All sampled water sources were found to be within permit limits, with the following exception.

The Unit i sewage treatment plant, was high on-settleable solids September 13 while decanting the digester.

A change to the timing of digester decanting has been

' implemented to prevent future plant overload during high flow conditions.

Pursuant to Order No.88-001, Reporting Requirement 12, the following representative is authorized to sign and certify all r,'norts required by this ordert Arthur Kneisel, Environmental Er.,ineer.
