1$SUANCE OF AMENDMENT NO. 164TO FACILITY OPERATING LICENSE N0. NPF-1. TROJAN NUCLEAR PLANT (TAC NO. 77626) i The Connission has issued the enclosed Amendment No.164 to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant. The amendment consists of changes to the Technical Specifications in response'to your application j

(LCA-203, Rev.1) dated September 21, 1990, a

TheamendmentchangestheTrojanTechnicalSpecifications(TTS) Table 3.6-1 to allow the main steam to Auxiliary Feedwater pump turbine-driven supply valves to be tested at power, and to correct the number designations of these valves as listed in Table 3.6-1.

Your letter also requested that this amendment be processed on an emergency l

basis.

Conflicting requireme ts in the TTS would cause the plant to have to n

shut down by or soon after October 1,1990, in order to perform a normal i

surveillance. This conflict in TTS requirements, and its consequences not clearly seen until there was insufficient time to process a normal, were license amendment, with the usual 30-day notice. The amendment will permit timely and desirable surveillance to be performed per the Trojan Inservice Testing Program for pumps and valves.

A copy of the related Safety Evaluation is also enclosed. The notice of issuance will be included in the Commission's next regular biweekly Federal Register notice.
