-This refers to the inspection conducted by Messrs. W. R. Bennett and G. A. Pick

of this office during the period July 16 through September 3,1990, of

j

activities authorized by NRC Operating License DPR-46 for Cooper Nuclear

f

Station, and to the discussion of_our findings with Mr. J. M. Meacham and other

members of the plant staff at the conclusion of the inspection.

Areas examined during the inspection included onsite followup of events,

operational safety verificatior, monthly surveillance and maintenance

observations, followup, and engineered safety feature walkdown. Within these-

areas, the inspection consisted of selective examination of procedures and

,

representative records, interviews with personnel, and observations by the

inspectors. The inspection findings are documented in the enclosed inspection

report.

During_ this inspection, it was found that certain of-your activities involving

i

the control of maintenance of ASCO solenoid valves (paragraph 6) were in

j

violation of NRC requirements.

Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions'of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

!

"

Violation enclosed with this letter.

!

In addition, your staff found that the control of maintenance related to.the

connection of local power range monitors to the average power range monitors

H

was inadequate in that two local power range monitors were-found to be

,

' cross-connected. This led to a violation of NRC requirements; however, in

!

accordance with Section V.G.'1 of the NRC's Enforcement Policy,-no citation is

i

being issued for the violation'which is described in paragraph 3 of the

i

enclosed inspection report. Your prompt and thorough response to this issue

was a key element in our decision not to issue a Notice of Violation.

We have examined actions you have taken in response to a previously identified

inspection finding.

The status of this finding is identified in paragraph 7 of

'

the enclosed report.
