Dear Mr. Wallace:

This refers to your application dated May 16, 1990, request'ng renewal of

Certificate of Compliance No. 9139 for the Model No. 589 package.

Since an application was submitted at least 30 days prior to the expiration of_ the :

~ Certificate of Compliance, the Certificate of Compliance will not be deemed to have expired until the application has finally been determined.

-In connection with our review, and since the Tennessee Valley Authority (TVA)

'has requested renewal of the certificate, we need a statement from TVA that-the,s will accept the statements and representations of the previous certificate holder (General Electric Company) for this package design.

You-should also advise us where the records required pursuant to 10 CFR s71.91.for this package design will be maintained.

Finally, we need the information

-identified in the enclosure-to this-letter. This information shuJld be provided within 45 days from the date of this letter.

If you_have any questions regarding this matter, we would be pleased to meet with you and your staff.

The operating procedur, .J include, as a minimum, the following information. Operating procedures should be presented sequentially in the order in which the~ operations are performed.- The operating procedures should also address items such as inspections prior to loading, cautionary notes on the package- ~ handling, limits on )ackage contents, installation of security-seals, ^ determination that tie external radiation levels are within regulatory limits,- and instructions pertinent to receiving and unloading-the package.
