i As a result of the inspection conducted on August 2-3, 1990, and.in accordance with the " General Statement of Policy (and Procedure ',r I;RC Enforcement Actions," 10 CFR Part 2. Appendix C, 19P.9) (Enfor ement Policy) the following violation was identified:
10 CFR 30.3 requires that no person shall manufacture, produce, transfer, receive, acquire, own, possess, or use byproduct material except as authorized 6
in a specific or general license issued pursuant to the regulations in this chapter.

Contrary to the above, since at least 1986, Mr. Kralian has acquired, possessed, and transferred byproduct material (iodine-125 radioinmunoassay kits) without the proper autNrization described above.
This is a Severity Level IV violation (Supplement VI).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this i
office within thirty days of this Notice a written statement or explanation in reply, including for this violation: (1) the corrective stcps that have been taken and the results achieved; (2) the corrective steps that will be taken to avnid further violations; and (3) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
