Dear l'r. Kralian:
This refers to the special safety inspection conducted by Messrs. B. A. Parker and J. L. Cameron a,d me of this office on August 7-3, 1990, of activities involving byproduct meterial acquired from Kardon Nuclear, in Yugoslavia, possessed and transferred by you ta Joel Hamburger, M.D.
The enclosed copy of our inspectic'i report identifies areas examined during the inspection.
These areas inclnde a summary of events; interviews; and radiation surveys.
During this inspection, it became apparent that you were not authorized to possess the aforementioned byproduct material. This constitutes a violation of HRC requirements, as specified in the enclosed Notice. A written response to this Notice is required.
Pr is our understanding that you have returned the byproduct material in your possession to Yugoslavia.
It is also our understanding that you were unaware of the requirements necessary for you to be authnrized te perform the aforementioned activities.
In addition, we understand that you have no plans to continue those activities and, if so, you will ap;1y for and receive '.he proper authorization from this office before resuming those activities.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
